Special Building Overlay (SBO)
An SBO identifies land liable to flooding by stormwater or overland flows from rainfall-runoff, where building works are generally permitted with conditions special to such flooding.

Overland flow paths convey floodwater in urban areas often due to the limited capacity of the drains - underground pipes and box culverts open channels etc.

An SBO shows the extent of areas prone to flooding by overland flows due to statistical 1 in 100 that is one percent AEP (annual exceedance probability) design rainfall event. 

The City of Greater Geelong has conducted comprehensive flood studies of many catchments to identify the areas appropriate for SBO.

The purpose of SBO

The key purposes of an SBO are to ensure that future developments allow the free passage of floodwaters minimise flood damage are compatible with flood hazard and local drainage conditions and will not adversely impact flooding by a rise in flood level depth or flow velocity for example.

Identifying land affected by an SBO

There are several ways to find out if your land is affected by an SBO for example:

SBO and Planning Permit

If your land is affected by a SBO you may require a Planning Permit for buildings and works solely due to SBO. Such requirements can be confirmed from the SBO Clause 44.05 which is available as a pdf document on the Greater Geelong Planning Scheme page of the Planning Schemes Online website.

Alternatively and preferably contacting our Statutory Planning Department will confirm you if a Planning Permit is required for your proposed works due to any reasons including SBO.
