Section 191 Committee
Section 191 Committee meetings are run to a specific procedure.

The procedure for hearing items will be:

  1. Officer to present a brief summary of the written report to the committee
  2. The committee members may ask questions of the Council officer
  3. The applicant may speak to their application. Applicants may speak for 3 minutes.
  4. Any objectors may speak to their objection. Objectors may speak for 3 minutes. Objectors should not repeat what previous Objectors have stated but should only raise new issues.
  5. Applicants and ojectors should refer their comment to the Committee not to other parties in the room.
  6. Committee hearings are not a question and answer forum but are a chance for parties to explain their position/views to the committee.
  7. The committee may ask questions of the objectors or applicants at the end of their presentation.
  8. At the end of the presentations the committee will discuss the item may seek further clarification from parties and will make a decision.
  9. No decision will be made on the day.
  10. The committee will prepare a report with a recommendation which will be presented to Council for a decision.
