Parking and traffic laws exist to ensure the safe and fair use of Victoria's roads for the benefit of everyone.
Children's crossings
Stopping or parking your vehicle too close to a children's crossing may mean that a child entering the crossing can’t see or be seen by an approaching car.
Disabled parking bays
You must display a valid and current permit to use one of these bays.
Loading zones
Loading zones are provided to allow the pick up or delivery of loads or people close to their destination. They are not provided for short term parking.
No stopping versus no parking
It's important to understand the difference between the signage for these two situations.
Painted yellow edge lines
If you fail to obey the requirements for continuous or broken yellow edge lines when parking, you will receive an infringement.
Parking for too long
Time limits are set on parking spaces to allow as many people as possible to have access to an area.
Parking signage
Parking signs can apply to a length of road, an area or a car park.
Permit parking and other zones
In areas where there is limited parking, Council may set aside parking areas for residents or other designated groups.
Ticket machines
You must pay for parking as prescribed. The onus is on the driver to ensure that you have sufficient monies to cover the cost of parking and ensure that the time paid for is sufficient.
When you park incorrectly
There are a number of scenarios where you will receive an infringement for parking incorrectly.
Your responsibility
As a licensed driver you are expected to be aware of the road rules and adhere to them at all times. Failure to obey the road rules can lead to receipt of a parking infringement. If this infringement is not paid statutory costs and legal action may result.
Our responsibility
We must ensure that:
- parking spaces are shared fairly by the community
- motor and pedestrian traffic is not obstructed or inconvenienced
- any danger caused by unsafe parking is minimised.
Your right to appeal
You have the right to request a review of your infringement before the due date on your infringement notice.
Under the infringements Act 2006 there can only be one review of an infringement.
You may request a review if you believe:
- The decision to issue an Infringement Notice:
- was contrary to law.
- involved a mistake of identity for example the person to whom the infringement was issued was not the actual person who committed the offence.
- That special circumstances apply to you. Under the Infringements Act special circumstances apply to a person if they are unable to understand that conduct constitutes an offence or are unable to control conduct that constitutes an offence due to any of the following:
- a mental or intellectual disability disorder disease or illness
- a serious addiction to drugs alcohol or a volatile substance
- homelessness
- The conduct for which the infringement notice was served should be excused having regard to any exceptional circumstances relating to the infringement offence. This may include:
- car broken down.
- medical emergencies - there will be situations where a person may need emergency treatment. This does not include general appointments at the hospital doctors dentist etc.
- failure to display permits correctly
Note: All of the above are subject to proof (supporting documentation) and will be independently reviewed.

Parking signs indicate the allowable time limit and if a fee is required.
Parking correctly
Vehicle owners should be aware of correct parking in residential streets to avoid being issued infringements for parking violations.
Penalty infringement notices
Penalty infringement notices (PINs) may be issued for a variety of reasons.

Yes you can stop in a No Parking area for up to two minutes provided you are setting down or picking up a passenger or loading or unloading goods. The driver must stay within three metres of the vehicle.

When your appeal has been logged to the infringement correspondence will be posted to you acknowledging receipt of the appeal and advising that the infringement has been placed on hold to be reviewed. You are not required to pay the infringement at this time. The review process may take a few weeks and at the completion of the review correspondence will be sent to you advising the outcome. If your appeal is unsuccessful a new due date for payment will be provided.

If you are not satisfied with the response from the Internal Ombudsman you should consider the other options you have which will be set out in the decision letter. This includes the option to take the matter to Court.

No Stopping areas are in place for safety and traffic flow. It means "No stopping at all" - even for a moment to drop off or collect a passenger and regardless of whether you leave the engine running and stay in the car. This Road Rule is particularly important near schools. Stopping in a No Stopping Zone is an offence unless you are outside the times specified on the sign.
